Citizen Toxie: The Toxic Avenger IV

What can be said of a film that opens with a terrorist raid on a school for retarded children (who are celebrating something called "Take A Mexican To Lunch Day"), and ends with a bloody showdown in an abortion clinic? Only that it bears the unmistakable stamp of Troma. Another gleefully offensive odyssey into bad taste from the studio behind Class Of Nuke 'Em High and other bits of self-descriptive USA Network fare, Citizen Toxie revisits the franchise that started it all for Troma. David Mattey assumes the role originated by Mitchell Cohen in 1985's The Toxic Avenger, and continued by John Altamura in the two 1989 sequels: a bug-eyed, mop-wielding, hideously deformed superhero who lives with his blind wife in a rundown shack. In this fourth installment, he unwittingly changes places with an extra-dimensional doppelgänger known as the Noxious Offender (also Mattey), a creature as evil as his alter ego is good. As the two explore each other's dimensions, director and studio head Lloyd Kaufman piles on the gore, bare breasts, drug humor, and satire, touching on such timely (circa 1999) topics as school shootings, the Texas drag-lynching, and the Unabomber. (To the film's credit, it seems to be opposed to all three.) The main problem with Citizen Toxie, like most of Troma's films, isn't its questionable taste, drama-club production values, or nonexistent sense of pacing, but the fact that it's seldom funny enough to compensate. With so many gags, one or two are bound to find their mark, like the superhero Mad Cowboy, who has the head and voice of a cow. But it's a tough slog getting to the good stuff, and Kaufman's seeming desire to reassert himself as the godfather of the gross-out gag—not to mention the porn-quality lighting and cinematography—makes Citizen Toxie pretty tough to watch. Veteran Tromaphiles, however, will no doubt appreciate the appearance of another Tromaville hero, Sgt. Kabukiman, NYPD, in a supporting role. Meanwhile, practitioners of celebrity schadenfreude will enjoy the appearance of Corey Feldman as a horny gynecologist with a big fake mustache.
