Stephen Dorff double-crosses his buddies after a big jewelry heist, shooting Harvey Keitel's brother and running off with the diamonds. Keitel takes it upon himself to track Dorff down to get his revenge, and maybe score a satchel full of money for the widows and children of the two men Dorff killed. And that's it. The director ignores Keitel's fabled intensity in favor of his ability to look really tough while covered in blood and bruises. Dorff wears wraparound shades while listening to heavy techno music. They chase each other around refineries and factories. The lack of story and characters is balanced by the lack of anything to see; City Of Industry looks like it was shot through disposable cameras on an overcast day. The only mildly interesting element of the entire two-hour ordeal occurs three minutes into this soon-to-be-unrented picture: Timothy Hutton clumsily hotwires a car with the competence and energy of a 12-year-old boy taking the bra off a 60-year-old prostitute.
