Crossbones
Who he is: Crossbones, a.k.a. Brock Rumlow
His power: No powers, but highly skilled in military combat and hand-to-hand fighting techniques, with high intelligence.
His story: Rumlow’s first appearance is in Captain America: The Winter Soldier, working as a S.H.I.E.L.D. agent alongside Captain America. However, it’s soon revealed he is one of Hydra’s sleeper agents, answering to Alexander Pierce. He is tasked first with capturing, and then with killing, Captain America, though he fails at both. During the film’s climax, and the destruction of the helicarriers central to Project Insight, Rumlow fights Sam Wilson, a.k.a. The Falcon, and is thought to be killed when the building collapses with him still inside. However, Rumlow survives, despite injuries including severe facial deformities, and becomes a mercenary named Crossbones. He then shows up at the beginning of Captain America: Civil War, where he attempts to steal a biological weapon from a facility in Nigeria. His team is stopped by the Avengers, and he is beaten in the fight by Captain America. Rumlow triggers a bomb, trying to kill Steve Rogers and himself, but Scarlet Witch contains the blast—only to have it explode several stories up in a building, killing dozens, including Wakandan nationals.
